In face of the21st century, China’s higher education began the transition from elite to the popular. In order to meet the growing demand for higher education, the government encourage public investment into higher education to alleviate the shortage of supply of higher education, independent colleges emerged as times require. After ten years exploration and development, independent college has become an important part of higher education. However, due to the independent college " non-public non-private" property, they have been criticized by the general public. In the process of development and growth, many independent colleges have running problems, its development is also concerned by many scholars, what’s their future fate, how to achieve sustainable development attract public attention. Under such circumstances, the Ministry of Education has launched some orders, calling the independent colleges who have ripe conditions transfer to private colleges. At the time independent college must do the choice, to transfer,to insist current state, or to be out of the market.Transformation is the most potential decision for Independent Colleges future development, but after the transformation, they will lost the shelter and help of the parent university, how should they do, the question is also what we need to consider. Therefore, this paper produced from the independent colleges itself, take the JC College to be an example, analyze the necessity and feasibility of JC College’s transformation, analyze to transfer is the inevitable choice for sustainable development from the macro environment and their own conditions respectively. The paper describes the basic situation of JC College and analyzes the necessity of JC college’s transition, and whether to transfer is good or not on current conditions. The nature of JC College as an independent school decide that it is a non-profit enterprise mechanism, if it want to continue to grow to be strong, it should take the appropriate strategies after the transition. I use PEST carried out a detailed analysis of JC College’s external environment, analyzed its economic, technical, policy and legal and social environment. And now JC College has reached a strategic critical period of transformation, and also has the basic ability to leave from the mother school, and reach the conditions of transition. I use SWOT analyzes JC College, and made strategic recommendations for its development after transition. After transition the college can take three development strategies----feature development strategy, brand development strategy and "filled" development strategy. Then I discuss the safeguards of implementation strategy, and I think that if the college want to execute the strategies properly, it must have appropriate support of institutional, internal management and macroeconomic policy. I hope that through my research, I can provide useful suggestions for the independent colleges’s development after their transition.
