This paper takes the XZ Industrial Zone in Shanghai as the background, closely around the park's rapid economic development, industrial structure adjustment and optimization of the macro trend, the industrial development as the starting point, the industrial structure adjustment and upgrading, and other related factors, the purpose is to probe into the development of regional talents based on the industrial development of new ideas.The construction of the contingent of skilled personnel can not be realized in the short term, and it plays an important role in regional economic development and industrial structure upgrading. As a result of "education, light skill" social traditional ideas, the social identity of skilled personnel is not high, the lack of confidence, which is bound to affect the Industrial Zone Industrial Optimization and upgrading, the upgrading of the core competitiveness of enterprises. How to develop the skills and talents that can be adapted to the industrial transformation, optimization and upgrading of industrial zone, is a serious problem in the field of human resource development.XZ industrial zone belongs to the Municipal Industrial Zone, the obvious advantages of manufacturing, is committed to the development of the "5+1" key industry pattern, including all walks of life, industrial agglomeration degree has reached 80%. These present situation all need to build a quantity to be many, the skill talented person with quality excellent, only then can guarantee the sustainable development of the enterprise.This paper mainly uses the basic theory of human capital theory, human resources incentive theory, strategic management theory and industrial structure theory, in order to highlight the relationship between skills development and industry. And on this basis, using a large number of questionnaire survey data, combing the basic situation of the development of industrial zone skills, the total number of skilled personnel, distribution, gap, flow, recruitment, and find out the industrial area in the development of skills in the process of the development of the existing structural contradictions, training system is not perfect, the market supply and demand imbalance, etc. these constraints XZ Industrial Zone Economic Reform and development.In order to analyze the advantages, disadvantages, opportunities and challenges faced by the development of skills in the industrial zone, the SWOT analysis method is further developed. In the end, the paper gives a detailed description of various measures for the development strategy of the talents in the industrial zone, and puts forward a series of countermeasures and suggestions to improve the incentive mechanism, create a good environment, strengthen the vocational skills training system and so on.
