Since the70s to80s, the teaching strategy in the education field started developing, opening a new theoretical research field, which updates people’s concepts of education, becoming important factor affecting students’achievement. Many scholars abroad have made much research, and have made great achievements. Since the80s the scholars in China realized the importance of the teaching strategy on education and then put full energy on it making system research. The situation of mathematics teaching in today’s middle schools is:either too much inquiry-based teaching, or invariable adhering to the traditional imparting teaching style. In order to avoid the two extreme teaching methods, and to make the mathematics teaching more effective, this paper mainly makes theoretical study and practice of research on the teaching strategy which effectively integrates the above teaching methods.The article adopts literature research, experiment research, and questionnaire investigation method. Firstly, the paper briefly expounds the connotation and denotation of top students at mathematics, and study the top students’Mathematics learning characteristics and learning literacy to analyzes the psychological characteristics of the top students and the present situation of mathematics literacy, finding that they had a good psychological quality, but mathematical literacy needs to be improved. Secondly, from the psychology Angle of mathematical top students, the paper studys mathematics teaching strategy which effectively integrates the inquiry-based teaching and traditional imparting teaching style. Thirdly, the paper explores the theory basis of inquiry-based teaching and traditional imparting teaching and their respective characteristics and their relation, to get the necessity and principles of integration. Several strategies integrating inquiry-based teaching and traditional imparting teaching that can be put into practice in the class have been put forward:First, organize effective integration strategy with "double subject"; Second, according to the teaching content organize effective integration strategy:(1) according to the high school mathematics learning content probe best way of integrating the inquiry-based teaching and traditional imparting teaching (2) according to the function and value of teaching contents in the mathematical subject, get the implementation ratio of the inquiry-based teaching and traditional imparting teaching; Third, according to students’ mathematical literacy organize effective integration strategy:(1) provide the real problem situation (2) design diversified mathematical activities (3) introduces mathematical way of thinking clearly (4) train students’ actively creative thinking ability (5) design opening classroom teaching. Finally, this paper put the integration strategy of the inquiry-based teaching and traditional imparting teaching into practice, to present the effectiveness of the strategy from theory to practice research. Research shows that:in the specific mathematics teaching classroom the percentage of inquiry-based teaching and traditional imparting teaching should be decided according to the school teachers and students’ mathematical condition.Integrate the two teaching strategy effectively to achieve complementary advantages and overall function, which can improve mathematical top students’mathematics literacy and promote their comprehensive development.
