Into the new century, quality of personnel training of higher education had into people’s view. As an important part in the work of personnel training, efficiency of student financial aid and thus to a certain extent. How to protect students from poor families living at the survival and development of the poor students on future, will be the new direction of development of the student financial aid is also urgent to study and solve the problem.The study is based on the theory of fairness and efficiency, combined with student development theory to redefine the meaning of the efficiency of student financial assistance proposed development concept of the student financial aid; on the basis of the literature, carried out a questionnaire on student financial aid of the case university of Hubei Province, which proposed to improve university students’financial aid to improve the efficiency of student financial aid suggestions.In this study, in addition to the Introduction and the conclusion, is divided into three parts:The first part is "The theoretical discussion of college student financial aid fairness and efficiency".
