The Research Of Efficiency In School Management In Gan Su Provincial Universities

With the rapid development of society and economy，People demand for educationincreasingly, which brings about a growing contradiction between investment andsupply in education.In lack of resources, people must focus on effective use of educational resourcesand attach importance to the economic basis educational strategies are based on.Therefore, it is necessary to make an economic analysis of higher education, as wellas an objective evaluation of its educational performance.In Gansu, a less developed province, we should pay more attention to improveits input-output efficiency with its limited resources, in order to fully utilizethe limited educational resources.This study uses data envelopment analysis（Data Envelopment Analysis，Referredto as DEA）to analyze the data. DEA is based on input data and output data to evaluatethe merits of policy-making unit, which is to evaluate the relative effectivenessof inter. In this study, there are four methods of data analysis: efficiency analysisbased on CCR model, frontier projection analysis, increasing returns to scale andefficiency analysis based on BCC model.The results show that:1.Northwest Normal University, Lanzhou University of Technology, LanzhouJiaotong University, Tianshui Normal College, Hexi College and Lanzhou City Collegeare in the overall efficiency of the front surface, with an effective deterministicDEA.Gansu Agricultural University, Lanzhou University of Finance and Economics,Gansu Political Science and Law Institute, Gansu College of Traditional ChineseMedicine and Gansu Normal University For Nationalities are DEA effectivenon-deterministic, There are problems on input redundancy and (or) output shortagein different scales.2. Northwest Normal University, Lanzhou University of Technology, LanzhouJiaotong University, Tianshui Normal College, Hexi College and Lanzhou City Collegeproduced under the optimal scale of production, in the stage of constant returnsto scale.These colleges produce under less than optimal scale, which show that theDMU on the basis of the inputs X0, Appropriate increase in investment, and outputwill have a higher proportion growing. Lanzhou University of Finance and Economicsproduces under the optimal, being decreasing returns to scale stage, and no furtherinput is necessary to increase the decision-making unit.3. On the whole, Gansu Provincial Colleges relatively are in good efficiencyof scientific research, and six in12schools have effective technology while sixhaven’t. The invalid technology of Gansu Political Science and Law Institute, GansuCollege of Traditional Chinese Medicine, Gansu Normal University For Nationalitiesare caused solely by the invalid size expanding which should be adjusted to increaseefficiency.
