The teachers'performance appraisal is based on correct guidance of educational values, combined with professional characteristics of teachers, using a variety of modern scientific methods of evaluation, carried out the systemic description about teachers'legal responsibility, actual performance and contributions. Of course, it must synthesize the opinions of many subjects. The teachers'performance appraisal is a value judgemental process which is fair, objective, comprehensive. The results of appraisal decide teachers'appointment, promotion, distribution of performance pay, training, development, and teachers'professional development. At present, the teachers'ongoing performance appraisal that is in the stage of compulsory education exists some puzzle between making and launching solutions. The reason for launching the performance appraisal of the effective teachers'performance pay in the stage of compulsory education is order to reveal the confusion existing in the process, analyze the reason. Then, link up with teachers'attitude or intention suggests for launching performance appraisal of the effective teachers'performance pay in the stage of compulsory education.The research mainly applied literature method, questionnaire survey method, interviews survey method and statistical analysis.The performance appraisal in the stage of compulsory education launches on the backgrounds which include pursuing appointment system, working the policy of performance pay system in the compulsory education and reforming the curriculum in the basic education. Analysis the policy of pursuing performance pay system in the compulsory education can be found that the performance appraisal in the stage of compulsory education includes the four areas of basic orientation. That combine fairness with efficiency and focus on fairness; focus on teachers'professional development; focus on the People and the teachers'chief status; achieve the diversity of the subject, content and method of performance appraisal.Analysis the practice that carries out teachers'performance pay in the stage of compulsory education and interview teachers in the stage of compulsory education, related persons found that major confusions about performance appraisal of the effective teachers' performance pay at present include two areas. That deal with the relationship between fairness and efficiency, including select subject of performance appraisal, set the quota of appraisal about teaching effectiveness,apply results of performance appraisal. And obtain results of performance appraisal including determine indicators and criteria of performance appraisal, use methods of performance appraisal scientifically. The main reason about untoward performance appraisal is not to establish a correct concept of performance appraisal; lack of adequate the preparatory work; feedback mechanisms and monitoring mechanisms of appraisal are inadequate.The interview and questionnaire survey to some teachers in the stage of compulsory education in Hebei Province that teachers in the stage of compulsory education generally agreed the purpose of performance appraisal. The results of appraisal decide teachers' appointment, promotion, distribution of performance pay, and teachers'professional development, but also for motivating their individual ability and improving their own qualities. For the subject of performance appraisal, teachers agreed that comprehensive advices about subjects to decide teachers'results and diversification of the subject, but oppose that leaders or students make decisions singlly. For the content of performance appraisal, teachers agreed that appraise responsibilities that is required by the laws and regulations, morality, teaching and class teacher work. Affirmed the primacy of morality, it can be appraised by satisfaction, but there are difference between quantitative criteria and behavioral quota. Teachers oppose that it solely depend on the number of published papers and academic. For the method of performance appraisal, teachers agree that each semester or once a year appraise teachers, and apply the classroom observation, documentation. They have a different view on investigation and testing. They support diversify methods of processing information, but they tent to qualitative methods of appraisal and categorization form. For the result responde of performance appraisal, teachers wish that it can open results, and they tend to feedback by written publicity. For the training of performance appraisal, teachers think that appraiser should be trained, but have a different views on the training of the evaluatees. Different groups of teachers in all directions have differences. Ther are significantly negative correlation between work experience, professional title, school level, school type, whether as a class teacher and the overall attitude to teachers'performance appraisal.To this end, to carry out performance appraisal of the effective teachers'performance pay should be based on the policy orientation of effective performance pay, including establishing advanced concepts of performance appraisal, selecting suitable subjects of performance appraisal. The second is to construct an objective and effective criteria of performance appraisal, that is establish key quota of appraisal, pay attention to function-oriented quota of appraisal, focus on value of general issues, ensure that morality can be appraised. The third is to use methods of performance appraisal scientifically, including setup period of performance appraisal scientifically, apply many kinds of methods about collecting information reasonably, combine quantitative and qualitative form to show results of performance appraisal, apply results of performance appraisal reasonably. The last is to strengthen construction in the relative syetem of teachers'performance appraisal, that is to establish training system, exchange and feedback system, review and control system.
