Pre-school education is an important way to achieve equitable educational opportunities by eliminating differences in gender, race, area, social status, religion, etc. The key to the development of pre-school education is teachers, and preschool teachers is an important force and the core influencing factors in pre-education development, so the rational allocation of teachers is directly related to achieve long-term stability of the national basic education and to realize pre-educational equity. However, due to impact of city and country dual-management-system, the irrational flow of pre-teachers is very prominent, and the serious imbalance between urban and rural preschool teachers. All these became bottlenecks of pre-education balanced development. The flow of pre-school teachers is full of spontaneity and blindness, so it needs to rely on the government to unify city and countryside pre-education reform, to strengthen the intervention in the flow behavior in order to configure a balance between urban and rural pre-education teachers.However, the public education policy of Government may be due to different orientation to pre-school teachers in urban and rural areas, so there are two completely different influences. Therefore, it’s necessary to clarify the relationship between unifying city and countryside education and flow of preschool teachers, standardized value orientation of educational equity in the policy elements. Under the background of unifying city and countryside education development of Chongqing, Author deep analysis of the flow phenomena of Chongqing preschool teachers and the problems of Unifying City and Countryside preschool teacher in Chongqing, in order to speed up pre-school education reform between urban and rural, and to provide a decision-making reference for maintaining the stability of preschool teachers in rural areas.The specific content of this study is divided into three parts:the first part through analysis the reality background and policy background of the government Unifying preschool teachers, to demonstrate the necessity and inevitability of preschool teacher flow. Then author reasoned the new opportunities by unifying city and countryside education to contain unreasonable flow of preschool teacher, to protect the legal rights of preschool teachers, to promote pre-educational balance. The second part firstly describes the present situation of allocation and the problems of the flow of preschool teachers in Chongqing, author summed up the influential policy factors to teacher flow, such as financial investment, evaluation standard of pre-school, compilation. Then discusses realistic predicament of unifying city and countryside education in Chongqing, for example, unclear detailed rules, weak enforcement,and laws deficit.The third part lay particular emphasis on the policy elements of unifying city and countryside education in Chongqing which is close related to teacher flow, such as financial investment structure, the kindergarten development, the preparation management of preschool teacher, supporting mechanisms about teacher training and exchange of preschool teacher, therefore, try to provide a reasonable policy recommendations on the exchange mechanism, the common development mechanism, the training mechanisms, and management mechanism of preschool teacher, in order to the reasonable and orderly flow of preschool teacher.
