On June,7,2007,the city of Chongqing was approved to establish a national comprehensive arrangement assorted reformation experimental area.However,as an oversize city which composes with big cities and countries,it has obvious duality character.The educational development level is quite different between cities and countries or areas;furthermore,difference of teacher resource is the core factor of rural-urban educational disproportion.Therefore,research on problems of teacher resource arrangement in rural-urban educational comprehensive arrangement of Chongqing has great significance in theory and practice on macroscopic society level as well as microscopic individual level.Firstly,author has a basic understanding about current rural-urban educational resource through allocation.Nowadays,the current situation presents some characters such as dominated rural education,imbalanced rural-urban education development and obvious difference in rural-urban teacher quality.As the core factor of educational resource,teachers are crucial to education quality.In order to arrange rural-urban. teacher resource rationally,a series of measures has been taken by the city of Chongqing,including conducting fully training for rural teachers,increasing devotion of teacher development funds in rural areas,improving the construction of training base for rural teachers hierarchically,carrying out teacher communication and replacement exercitation.Secondly,based on analysis of ways to balance teacher resource,we can discover that current measures have a few problems.Effect of training is fairly bad;recognition on rural-urban teacher communication isn't into position;management of teacher communication doesn't get its target.For the sake of strengthening the recognition on rural-urban educational comprehensive arrangement,we should deal with some relationships well involving rural-urban comprehensive arrangement and characteristic, rural-urban comprehensive arrangement and difference,rural-urban educational fairness and balance as well.Finally,in consideration of educational fairness,the dissertation gives some strategies to achieve optimization arrangement of teacher resource in rural-urban educational comprehensive arrangement in practical level as followed,improving interactive communication between teachers of rural-urban strong and weak schools;carrying out linkage replacement practice of normal university students and training in turn for teachers;self-generating educational comprehensive arrangement of rural weak schools; assistance of educational resource from high teacher college to weak schools.
