Germany is Europe’s largest country and Europe’s largest economy, the total GDP2014ranked fourth in the world, decades, Germany’s trade exports are high in the world. Talking about the secret of German economic development, people naturally associate it with education. Perfect education system, large-scale investment in education, which is the level of social and economic development of Germany long-term home world leader of a secret, and Germany in the development of education is the most important experience is the development of basic education. Current world are large comprehensive education reform in the balanced development of basic education, with public education as the main German in which exemplar, in many aspects of practice have been successful, to draw lessons from the advanced experience and ideas, to guide our country to develop "everyone enjoys high quality education is pointing in the direction of the fundamental education policy is beneficial.By methods of literature research, this paper reviews for nearly a hundred years in the development of fundamental education policy of Germany, evolution, evaluation of the policies of the role and effects, points out the direction of German basic education policy changes:to promote the balanced development of basic education, to promote education equity. In this paper, by means of comparative research, historical research method, to determine the factors that influence the formulation of the policy of German Basic Education:educational administration management system, economic development, political policy, parents and teachers groups; summed up the German basic education policy formulation:take a top-down, multi-party cooperation progressive mode, of participation multivariate, is influenced by many factors, pay attention to the characteristics of empirical research.
