Since twenty-first Century, China’s rapid development of social economy, peopleliving standard rises stage by stage. The lives of wealthy people have been looking for ahigh quality of life desire, children’s education problem becomes the most importantthing in many families, they wish their children to receive high quality education,parents through a variety of ways to seek to have the high quality education resourcesschool, this idea resulted in a high quality school is getting better and betterdevelopment, and the lack of education resources of the school into the bottom area,want to have further development hard. From the national perspective, the governmentis concerned about the balanced development of basic education problems, allschool-age children can equal access to basic education, especially the quality ofbasiceducation has become a government especially in education the most important focus.The balanced development of basic education, the government must play its duefunction, through policy adjustment and reasonable allocation of resources to promotethe balanced development of education. Based on the educational field of our country atpresent actual situation, urban and rural basic education, regional basic education, thereexists a wide gap between, presents the non-balanced development phenomenon, thuspromoting the balanced development of basic education has become the futureeducation research and education reformation. Promoting the balanced development ofbasic education policy can effectively implement into goal breaking point.This paper from the government and policy perspective, to cause the balanceddevelopment of basic education policy implementation difficulties and policy failurereason undertook an analysis, the hope can cause various government height takesseriously, the government itself and external environment to find the original papersshow a series of unbalanced development of the basic education, to regional, areainternal, between urban and rural areas as well as in basic education and highereducation from the perspective of non balanced development between education, analyzes the irrationality of resource allocation policy, the city is the basic educationand rural education either in education or in the condition of running a school have aworld of difference. I hope the government’s policies to regulate this kind ofphenomenon, in order to accelerate the development of rural basic education, reducesthe city and countryside education development gap. At the same time to draw lessonsfrom some successful experiences of foreign countries, the United States and Britainintroduced the successful implementation of the policy. Although the country andbetween countries with different national conditions, but the problem of existence,mutual between can gain experience, thus effectively promoting the balanceddevelopment of the basic education.
