Urban Community Social Organizations To Develop Research

As a revolution, institutional reform has touched the reconstruction of the relations among the state, market and society. More government departments began to cooperate with the social subjects and serve the society. The practice of building the harmonious society has proved that as the intermediary and the third sector between the government and citizen, nonprofit organization, together with the state and commercial organization, has constituted the irreplaceable three blocks of the community governance mechanism. Community social organization, with its special social commonweal, compensating for the deficiency of the government and the market, expanding community service, integrating community resources, and enhancing community cohesion, effectively promoted community autonomy and community construction, satisfying people’s different levels and aspects needs.At present, however, domestic research on community social organizations are still not mature and perfect, self-discipline integrity is still insufficient, obstacle of external ideology and mechanism are relatively conspicuous, development space and environment are not enough loose, the effect in social management and public services is still relatively limited. This paper is just based on this brand-new topic on research. By unscrambling Qingdao community social organizations’development and management policies, I analyze the experience and problems from it, based on referring mature mode and experience at home and abroad, trying to put forward institutional management mechanism of our community social organizations to promote its healthy development.This article is divided into five sections. First section is the introduction, giving a general introduction and discussion for the research purpose and meaning, domestic and foreign literature review and study methods. The second section discusses the system background and the general situation during urban community social organization developing. Pointing out that with the deep reforms of social economic and political system, the subject of community administration develop from government this only subject to multiple subjects. Community autonomy organizations, community non-governmental organizations and the community residents become the main strength involved in community affairs management. The third section analyses survey results about Qingdao community social organization development and management, including development scale, basic types, characteristics and the function in community governance and public service, and points out the problems existing in the management. Section 4 analyses western developed countries’community social organization experience modes, attempts to by Combing foreign community social organization successful modes to conclude some enlightenment references. The last section proposes suggestions on promoting urban community social organization management mechanism innovation, to improve the status in the community construction administration, and then to promote the social management system innovation.
