With China’s obligations of basic education popularization,Education balanceproblem has become the obligation education in the new social historical developmenttime to complete the new task and need to solve new topic. If in a short time, promotethe balanced development of the compulsory education or has great difficulties, So wecan start from the county level, Through the obligation to county education resourceconfiguration optimization to promote the integration of the balanced development ofcompulsory education. Education resources include the education process consumedin human, material and financial resources, The education resource scarcity andpeople to the education needs of the contradiction of the limitless had become the coreof the social concern, Hence, In the new period of education development obligationsshall solve education resources reasonable allocation problem.This article would first summarize the major problems faced against theeducation resources allocation of LINXIANG City, including problems on theshortage of education fund, the infrastructure disparity between city and countryside,the loss of rural teachers, the unsafeguarded welfare system etc. through retrospectiveassessment on the theory and policy of education resources allocation of abroad. Thenit would offer countermeasures aimed at existing problems through strengthening theeducational fund management system, accelerating the foundation of teaching staff,safeguarding the teacher’s welfare system and upgrading the management of teachingthrough factorial analysis of urban-rural dual structure, educational-financemanagement system, funds-input system and teacher’s managerial system.
