Study On The Optimal Allocation Of County Compulsory Education Resources

The balanced development of compulsory education has always been a hot and difficult issue of social concern.As a relatively independent education planning area,how to promote and realize the balanced development of compulsory education in county-level regions has become the focus and difficulty of current compulsory education work.Since the end of the 20 th century,China began to adjust the distribution of compulsory education resources on a large scale.after 2012,affected by the two-child policy in the family planning policy and the acceleration of urbanization process,the speed of school removal and merger slowed down,the direction of school layout adjustment began to turn.While the problem of "large class size" in urban primary schools is prominent,the number of "small class size" in rural primary schools is increasing.Compulsory education resources include educational material resources,educational financial resources and educational human resources "shortage" and "waste" phenomenon,Due to the increasing gap between the level of schooling in cities and villages,and between schools and schools,the phenomenon of unbalanced quality education resources among different social groups has emerged,which makes it difficult to achieve educational fairness.Therefore,it is extremely urgent to optimize the allocation of compulsory education resources.In this context,this paper,based on the survey of shayang county,combined with literature,interviews and observation and other research methods,analyzes the problems and causes of compulsory education resources in school composition and distribution,infrastructure construction,teacher team management,student source distribution,curriculum setting and other aspects.The effective measures of optimizing the allocation of compulsory education resources in other counties are compared and analyzed,Finally for optimizing the configuration of the county area compulsory education resources put forward constructing scientific and effective integration of urban and rural compulsory education system,adjust measures to local conditions to carry out the development of "small school promoting action",deepening the reform of personnel system,strengthen the teachers' job rotation,increasing financial input in education,clear the government responsibility and revitalize the idle school safeguard measures and Suggestions.
