The CPC eighteen work report Pointed out the government need to do a good job in the people’s satisfactory education, With the improvement of the economic level, the pursuit of material has are continually met, People are attaching more and more importance in the Spiritual satisfaction, The education is a fundamental way of spiritual satisfaction, The fair development of education and the balanced allocation of education resources has become the focus of social attention gradually. Compulsory education as the starting point of the education system, its equity has become the loudest problem of society, Compulsory education is the national education, is the cornerstone and indispensable part of the education system, to receive compulsory education equally is a fundamental right of every citizen. During "the fifteen"period, the prevalence rate of compulsory education in our country is close to 100%, This means that equal access to compulsory education has been basically achieved,currently, people pays more attention to enjoying equal compulsory education resources. In our country, economic development level, education development mechanism and so on are different, this lead to the imbalance situation of the education resource allocation still exists, even has the trend of expansion. Non-equalization of educational resources allocation is a prominent problem to be solved in the process of education reform of China. Promote the equalization of educational resources allocation is not only related to the basic rights of citizens, is also the booster to promote social justice and harmony.This paper is based on the resource allocation of compulsory education between the County (district) in Chengdu as the object of study, Firstly this study introduces the basic theory of balanced allocation of compulsory education resources, Defines the related concept of balanced allocation of compulsory education resources, Secondly, from three aspects of the human, financial and material resources, taking into account the data integrity and availability, this paper selects evaluation index system of balanced allocation of compulsory education resources, according to the characteristics of indicators, it describes the status of the education resource configuration between county(district) of Chengdu, using the method of gap analysis and Theil Index.The results show that:the education resource configuration between county (district) of Chengdu has a gap in funding resources, teacher resources and material resources, even having the trend of expansion, The reason for the gap of the allocation of compulsory education resources are multifaceted. This sustained development of the economic and social development in Chengdu, Therefore, finally from the public policy point of view, Combined with the reality of Chengdu, learn from the successful experience abroad, the article puts forward concrete measures to promote the balanced allocation of compulsory education resource between county(district) of Chengdu.
