With continuous development of China’s higher education, hierarchic managementeducation system set up. Pluralistic school running pattern of main body thus formedand education administration department began to delegate more and more academicauthority to a lower level. As a result, evaluation of the higher education qualitymeans a multiple assessment entirety of government evaluation, self- evaluation ofschools and social evaluation. Government evaluation and self -evaluation ofUniversities in China have been comparably mature thanks to the long- term highereducation quality assurance. Nonetheless, social evaluation of universities starts lateand the progress is slow. With the society paying more and more attention to thequality of higher education, the social groups are consciousness of higher education’srole of serving the society and their own rights and obligations of evaluation of thequality of higher education. Social evaluation of university therefore appeared undersuch conditions.A review of status quo of social evaluation of domestic and international universitiesreveals that serious defects exist in the social evaluation of university in our country,the root problem of which lies in the evaluation mode. The study of model is offar-reaching significance, whereas current study of evaluation model of socialevaluation of university is insufficient. Hence, only through an in-depth discussion ofthe university social evaluation pattern can we find the source of and the solution tothe problem.This paper, centering on mode of social evaluation of university, starts from theanalysis of model and classifies the existing domestic and foreign university socialevaluation modes into three categories of authentication and evaluation model,university ranking evaluation model and evaluation and appraisal model. By ananalysis of factors in three types of social evaluation modes of university,characteristics of all kinds of evaluation model are summarized. Secondly, through astudy of social evaluation modes of university in the three selected developedcountries of the United States, Britain and Japan, advantages and disadvantages ofevaluation models and their common features of evaluation modes in different countries are summed up. The reason why the three countries are selected is that theyare relatively mature and unique in their university social evaluation models, which isworthy of our learning. Then, the present situation of university ranking evaluationmodel and evaluation and appraisal model in China will be analyzed to finddeficiencies in our country university social evaluation model as well as its reasons.Finally, this paper will, based on its study, summarize university social evaluationmodel that conforms to our national conditions and put forward countermeasures onhow to build such a pattern, with the hope that the author’s research can contribute tothe development of social evaluation of university in China.
