Throughout the world,ICT in education has become a country's forward-looking strategic choice in the process of building human resources powerful nation and achieving rapid economic development.It's an important part of the national economy and social information.ICT in education is of great significance in promoting educational fairness,promoting education modernization,changing educational concepts,improving the quality of education and management efficiency and speeding up the cultivation of innovative talents.With the advent of the information age and knowledge economy era,the development and research of ICT in education are deepening.The development level of ICT in education is becoming an important index to evaluate the comprehensive strength of colleges and universities.At present,many countries have developed evaluation systems for ICT in education.However,there's still no uniform international evaluation standards for ICT in education.Most of the evaluation systems are only a certain assessment which is lack of systematic and the evaluation is not comprehensive.So the evaluation systems are lack of guidance for the development of ICT in education.China's ICT in education,after decades of development,have made remarkable achievements in all aspects.However,the evaluation of the development of ICT in education in colleges and universities is still very weak.Therefore,in order to guide the healthy and rapid development of ICT in education in colleges and universities,it is necessary to establish a scientific evaluation system for ICT in education.Based on the competency model of software engineering and the thought model of e-Learning maturity model proposed by Professor Marshall of Victoria University in New Zealand,this paper puts forward the maturity evaluation model of ICT in education in colleges and universities.This study is based on the unified encoding of the content of the Report on the Performance Index System of ICT in Education in the Asia-Pacific Region of the United Nations,the American STaR Evaluation Index System,the UK School Information Self-Assessment Framework(SRF),theInformation System of China's University Education and the Information Construction and Application Research and then choose the key indexes which can be used in the evaluation of ICT in education in colleges and universities and determine the evaluation index of the ICT in education maturity model in colleges and universities.Finally,the traditional mathematical statistics analysis method is used to ensure the scientific,objective and systematic evaluation of the maturity model.So as to evaluate the level of ICT in education in colleges and universities accurately,objectively and reasonably.In order to test the evaluation model,the article chooses a university to carry out the empirical evaluation.According to the standard of the evaluation model,the level of ICT in education development of the university is measured from various angles.The measurement results are presented in a visual way,which can clearly show the weak links of the development of ICT in education in colleges and universities.So as to provide a new way of thinking and method for the development of ICT in education in China's colleges and universities.
