Teacher evaluation is an important composement of education evaluation. According to the purpose of evaluation, it can be divided into rewarding and punishing teacher evaluation (RPTE) and developmental teacher evaluation (DTE).Nowadays developed countries, such as Britain, begin to get rid of outmoded RPTE due to its more disadvantages, instead, to advocate DTE greatly.DTE is a kind of growing teacher evaluation, which aims to promote the development of teacher's professional field. The prominent characteristic of DTE is to depend on teacher himself, to face his future development, to respect his principle position and personality, to stimulate his spirit so as to realize his self-valuation as much as possible, to make teacher's development and the school development organically unify.However, nowadays most of schools use RPTE, it aims at reward and punishment on the basis of teachers' performance such as dismissal, promotion, remove, demotion, giving a raise or reducing salary and so on. Such a system can't guarantee all the teachers to take an active part in it with a frank attitude. So it can't play teacher's main body role fully and goes against teachers' future development as well as education development.Contraposing the problems of education evaluation currently, based on the research of system of the school cadre, the teacher, the staff job evaluation, which supported by Tianjin Education Science fifteen Plan Topic, guided by the theory of developmental teacher evaluation, aimed at promoting the teachers' professional development, this paper studies the target system, method, process of developmental teacher evaluation and construct the model: TEMBDET—Teacher Evaluation Model Based on Developmental Evaluation Theory. Compared with the traditional teacher evaluation method, this model has function of guidance, promoting, enhancement and so on. It uses related knowledge in the expert system to evaluate teachers' performance. The result is not only the basis of rewards and punishment, but also can help teachers establish individual development goal and the strategy how to realize it. TEMBDET, guided by the promotion of teachers' development in future, satisfied the need of educational practice in a sense, make the beneficial foundational work which promotes teachers' professional development.
