With the development of modern society, we need to cultivate qualified citizens, therefore, strengthening the civic education in the schools is of great significance. In this context, common sense of citizens reading as a civic education of a frontier research result, with school-based curriculum model into the primary and middle schools, make the citizen education in theory and practice scheme be improved a lot. Junior high school students are in cultivating qualified socialist citizens in the critical period. We must analysis of junior high school civic education current situation, in order that we can propose to increase the effectiveness of civic education proposals in junior high school.The authors believe that civic education in junior high school conforms to physical and mental development, civic education should be the content of education in junior high school, but the quality of citizens from the junior high school civic education goals are still a large distance. Junior high school education citizens was investigated and analyzed through the questionnaire, on-the-spot interviews and other methods in this article. The investigation found that, on the whole, junior high school students are forming good citizens;gender, girls are better than the quality of citizens overall boys; area, the countryside and the city students in all aspects of citizenship performance advantages and disadvantages; whethera citizen education course open,the citizen quality of students who learned common sense of citizens is better.Through learning civic education courses and a variety of civic education practice, experimental school junior citizen quality is greatly improved, the citizen education to obtain remarkable result. The investigation also found, civic education in junior high school still exist many problems, such as:traditional education mode in China too much emphasis on imparting knowledge, ignore the cultivation of students’ ability in junior middle school; existing civics textbook content is not perfect; citizenship education practice is lack of scientific evaluation mechanism, it’s difficult for students to form incentive mechanism; teaching relationship what junior high school teachers are the dominant position makes students agree the authority of teachers more strongly; family education power in the civic education is in the lack. After the investigation and study, the main reasons of the current situation and problems are:citizen education in China started late, citizen curriculum is not perfect; junior high school civic education has not been paid enough attention to other members of the society, especially some government departments do not match it; by entrance pressure, junior high school students too much emphasis on test scores, while ignoring the cultivation of students’comprehensive quality; under parents and teachers of the constraints, junior high school students are lack of independent consciousness.In order to better carry out the civic education, the government should recognize the importance of civic education in primary secondary schools and provide financial, material resources and manpower support; junior middle school should continue to improve civic education curriculum system and make content of citizen education to the students; civic education in junior high school should focus on the cultivation of the students independent consciousness, and actively promote the successful experience of experimental school;junior high school do well the construction of teachers’team and establish scientific evaluation mechanism of citizen education.
