Universities are the connections of science and technology resources and human resources.They are the main force of the original innovation in the field of basic research and high technology,and they are the main part of solving major scientific and technological problems,transferring technologies and transforming technological achievements during the economic and social development.The independent innovation activities of science and technology in universities include not only scientific innovation,but also technological innovation.It is a collaborative interaction of science,technology and management.Scientific and technological activities in colleges and universities run through the whole process from basic research,applied research,experimental development until the transfer,diffusion and industrialization of the achievements.The thesis focuses on the scientific research activities in colleges and universities,reexamines and evaluates the independent innovation ability of science and technology in local universities from the perspective of R&D,and regards college independent innovation ability is an all-round ability showed in scientific research activitiesThis research adopts the method of theory&empirical analysis,qualitative&quantitative analysis.Based on the existing research at home and abroad,starting with R&D investment,this paper collects the relevant data of the local university in all provinces from 2007 to 2016,and try to provide a more comprehensive understanding of the scientific and technological innovation ability of local universities in Zhejiang Province through the comparison between Zhejiang Province and other provinces from 2007 to 2016,and the development of the scientific and technological innovation ability of Zhejiang local universities from 2007 to 2016.First of all,Through the basic data collating of time series data from 2007 to 2016 in the time series of Zhejiang local universities and the relative horizontal data of the local universities in various provinces and cities,the first part makes a descriptive statistical analysis on the scientific and technological innovation ability of the local colleges and universities in Zhejiang Province.Secondly,After that,based on the R&D resource input of local universities in various provinces and cities,this paper designs a comprehensive evaluation system of the scientific and technological innovation ability of local universities,which includes 4 secondary indexes and 37 third grade indexes.Then,taking the data of Chinese 31 provinces and municipalities as the sample,the paper analyzes the innovation ability of the local colleges and universities in various provinces and cities through four dimensions and calculated their factor scores,which show a good understanding of the innovation ability of Zhejiang local universities in the scope of all provinces.In addition,in the 4th part of the article,through the data envelopment analysis(DEA)under the BCC model,the author compares the development of local universities' scientific and technological innovation ability in Zhejiang Province with other districts,and studies on the development of the science and technological innovation rate of Zhejiang local universities through Malmquist-DEA.The research shows that the input-output ability of local universities in Zhejiang Province is in the forefront of the whole country.While there is serious redundancy in human resource input and applied research funds,the output of books is insufficient,and the ability to transform achievements is relatively weak.Generally speaking,though the overall technical efficiency of local colleges and universities in Zhejiang Province has been improved,the overall efficiency is on the low side.Therefore,it is necessary to adjust the funding structure,strengthen the emphasis on the original innovation,reduce the proportion of applied research funds appropriately,strengthen the management and supervision of the use of funds,and enhance the utilization rate of funds;innovate the talent incentive system,perfect the supervisory and management mechanism of the talent,improve the talents' research ability,increase the proportion of high-level scientific and technological talents;expand the output of scientific and technological innovation,strengthen the cooperation between industry,university and research,promote the transformation of scientific and technological achievements;perfect the scientific research management system,optimize the allocation of scientific and technological resources,and enhance the efficiency and ability of scientific and technological innovation.
