| It is believed that modern universities are moving from the periphery to the center of society. Due to the implemention of the nation's rejuvenation strategy via science and technology as well as the nation's power strenghening strategy through talented people, modern Chinese universities have assumed the great responsibilities of "constructing an inovation country" and "managing an education to people's satisfaction"; consequently, the development of science and technology in universities reach its prime time.With the transformation of economic and social systems, universities are directly faced with fierce market competition. The science research fucntion of universities have been strengthened via the dual driving forces, namely, "science researches enhancing universities" and "serving the local economic and social development". However, along with the acceleration of higher education's popularization and globalizaton, intercollegiate competition is becoming intense. Because local colleges and uninveristies, which takes up 95% of all the univerities in the nation, vary in their managing foundation, growth, strategic selection, and locality, there exists a great difference in their science reseach competence and science and technology development level. Confronted with "bottlenecks" like the shortage of science and technology resources, or like the market's diversifing demands, local universities have to promote their core competitiveness in order to seek supports for development,or to gain competitive superiority.According to the principle "comparing the same kind, evaluating the different classes", we have chosen some local univerisities, small in number but relatively powerful in scientific researches, as our research samples. By making use of the core competiveness theories and the evaluation method of science and technology innovation in managing science, we have investigated the core competiveness of science and technology in local comprehensive universities.As for a particular univeristy, we maintain the viewpoint of "three-layer" core competivenness. By combining university's core competiveness with the evaluation of science and technology innovation, we put forward a new concept, i.e. the core competiveness of science and technology in universities. After the investigation of existing problems, we have taken the first step to do the evaluation index anlysis for the core competiveness of science and technology in local universities.Understanding the importance of constructing local comprehensive universities of high level and based on substantial research evidence, we propose that a local comprehensive univeristy internally develop a mechanism to construct disciplines with superior characteristics, externally establish a local strategic alliance with various institutions, form scientific research teams by innovating management, and innovate culture to strengthen its guiding function.Local comprehensive universities can be classified into three categories, i.e. A, B, C. Based on science and technology innovation, academics construction, and the combination of production, learning and research, we have had case studies and contributed guiding principles to the three types of universities respectively. |
