College presidents, as the leaders, organizers and promoters of college reform and development,shoulder the important task of managing the various aspects of school affairs and have a greatimpact on colleges’long term development. How to improve their level of leadership and theability to run and administer colleges has become an urgent problem in the sustainabledevelopment of colleges and universities. Practice has proved that performance evaluation has animportant role in clearing college presidents’work focus, distinguishing the effectiveness ofcollege presidents’work, mobilizing their enthusiasm, guiding them to work to the right direction,and it also can cultivate college presidents. However, China currently does not have aperformance evaluation system specifically for college presidents. Take Liaoning province as anexample, it is just one part of the annual assessment that the Organization Department of theProvincial Party Committee takes on the college leadership team and its members. In this paper,we take four universities in Liaoning province as examples, and carry out research on college theperformance evaluation of college presidents, which helps enrich the theory of college presidents’performance evaluation, as well as supplies research basis for making policies of collegepresidents’performance evaluation and promotes the performance evaluation of collegepresidents in Liaoning Province.The research methods of this paper are mainly literature analysis, questionnaire investigation,interview survey, etc. Taking the college presidents performance evaluation basic theory as afoundation, the paper carried out an empirical research and analysis on the implementationsituation of the college presidents’performance evaluation of the four universities in LiaoningProvince in order to identify the problems and its reasons and put forward effective strategies toimprove Chinese college presidents’performance evaluation. The paper is divided into four partsas follows:Part 1 is introduction. This part introduces the research background of the paper, research aims,research content, literature review, research significance, research methods and research approach.Literature review mainly stated the meaning, the research and the related policies of collegepresidents’performance evaluation and cleared theoretical and practical significance of this study.Part 2 is the basic theory on performance evaluation of college presidents. This section startsfrom the connotation and extension of the performance evaluation of college presidents and clearstheoretical basis of this study. This study believes that the performance evaluation of collegepresidents is the assessment of college presidents in their work, namely to evaluate the workingbehavior, working results, personal qualities and abilities of college presidents, through thefeedback of evaluation results, to improve the management level of college president. Part 3 is the investigation and analysis of college presidents’performance evaluation. Therespondents of the investigation are the senior management staff, administrative staff and teachersin the four universities in Liaoning Province. With the investigation methods of questionnaire andinterviews, the research carried out empirical investigation on college presidents’performanceevaluation in terms of evaluation subject, evaluation methods, evaluation indicator and evaluationresult, statistically analyzing the problems and deficiencies in the current college presidents’performance evaluation system, analyze the reasons, and lay the foundation for the making ofcollege presidents’performance evaluation system suitable to China’s national conditions and thecharacteristics of different colleges and universities.Part 4 is the countermeasures and suggestions of college presidents’performance evaluation.Summarized and analyzed the characteristics and historical evolution of foreign collegepresidents’performance evaluation system, learned from their experience, and put forwardrecommendations for building a college presidents’performance evaluation system which issuitable to China’s condition.
