Administration of colleges and universities,in some extent,could affect the development of the school.Performance management expounds the important significance of improving university efficiency,and of strengthening university competitive power all over the world.In this paper,the author explored performance evaluation of university administration,formulated the university administration performance evaluation system,and proposed implement passages.First of all,this paper describes relevant theories of performance management,of the Balanced Scorecard(BSC),as well as the theory of Management by Objectives.These theories laid the theoretical foundation to this thesis.Secondly,through the overview of XN University,this paper illustrates the current situation of performance evaluation of XN University administration,identifies XN University administration work problems,and analysis profound causes of these problems.Performance management approach could be applied to the administrative work in every college and university.Colleges and universities could establish such kind of performance appraisal system:sub-post analysis-clear responsibility-set up performance goals-implement performance evaluation system-use evaluation results-evaluation results feedback.Next,by using the Balanced Scorecard theory,this paper constructs performance evaluation index system of XN University administrative work.Four dimensions of the Balanced Scorecard theory:customer respect,financial aspects,internal organization and learning and growing,serve as the basic support for performance appraisal index system.Four-dimensional matrix in the overall index could break down into sector administrative indicators.Then,on the basis of performance indicator system,again by using the Balanced Scorecard four dimensions,separate each sector indicators into specific post.With three typical administrative management departments and their significant positions in XN University,the paper aims to build a comprehensive set of performance evaluation index system for administrative departments and personnel management.Finally,from the level of scientific management,administration performance system,administrative ability,and performance management work attention,the paper proposes measures to the administrative work performance management implementation.This paper designs to achieve scientific university management,with the great development of the right path,promoting education quality,research ability and administration efficiency,enhancing competitiveness and development potential,advancing reform and development of colleges and universities.
