| As the process of the urbanization is speeding up,unbalanced economic development between urban and rural areas leads that the uneven education between urban and rural areas stands out.How to develop the public rural basic education well is the fundamental issues of dealing with the development of the rural region.The key points to work out the problem of education divide between town and country includes that how to attract excellent teachers to stay and stabilize the ranks of rural teachers with encouragement about professional growth.This article is based on Herzberg’s two-factor theory and psychological contract theory.The author takes public primary and secondary schools in G area of Jinan for example and analyzes the factors by the questionnaire survey.It is studied in two ways about the teachers’ current situation of motivation and problems in the region,including health care and motivation.According to ranking the incentive satisfaction from high to low,the factors about health care are campus environment,research environment,leadership care,leadership care on lives,relationship with colleagues,relationship between superior and subordinate,salary and welfare benefits respectively.The factors about motivation from high to low are the interest in work,training and refresher system,job training opportunities,leadership recognition,the implementation of reward,job achievement,the performance evaluation mechanism and the title of a technical post promotion.The statistical survey data shows that the incentive problems in G area in Jinan mainly lie in the low level of salary and welfare benefits,imperfection of title of a technical post promotion and unreasonable implementation of the performance evaluation mechanism.There are there main causes of these problems.First,the leaders have backward management thinking as well as the local governments have limited investment in education.Second,the design of professional title promotion system lacks rationality and innovation.Third,the performance appraisal system lacks fairness and incentive.In the paper,some optimization suggestions are put forward from two dimensions,which are health care and motivation.The suggestions about health measures are that each allowance about rural teachers in public elementary and secondary schools should be directly distributed to the individual,formulating a system for subsidizing rural teachers with high cost with difference and the teachers’ principal salary should be changed into the structure salary which the length of service dominates and workload is supplemented.The suggestions about motivation are that strengthen the rationality of staffing and allocation and establish a professional title system for senior rural teachers,competent educational authorities shall strengthen the hearing argumentation and repair of the professional title appraisal system,guarantee the virtuous circle of the professional development experience of rural primary and secondary school teachers to diversify the promotion and development channels,introduce a third party evaluation agency,let more front-line teachers participate in the formulation of detailed rules for performance appraisal and two evaluation schemes and separate evaluation systems shall be set up between middle and senior leaders and ordinary faculty and staff.The author hope that above suggestions about improving the public rural primary and secondary school teachers work enthusiasm in the area can play a better role in promoting and motivating.Then it can promote the regional rural basic education to obtain more balanced and long-term development. |
