In the21st century, the United States went through a "lost decade". Although natural calamities and man-made misfortunes continued, the United States did not give up the country’s educational cause. In2002, former President George W. Bush enacted the "No Child Left Behind Act", which marks the beginning of a new round of curriculum reform. The current U.S. President Obama proposed his blueprint for education reform to ensure the "No Child Left Behind Act" smooth implementation. In addition, the educational reform blueprint makes some adjustments on the NCLB. To ensure the basic education curriculum reform which promoted by government could be proceeded smoothly, the NCLB and the blueprints are both choose to give more strict standards to teachers who link the curriculums with students. The birth of the new standards asks the teacher education curriculum to make the quick response and quick adjustment. These adjustments prepare candidate to enter the school after graduation.Because of the symbiotic interactive relationship between teachers and students, there is an implicit, stable association to link the basic education curriculum with the goal of qualified citizens and the teacher education curriculum with the goal of high quality teachers. This association admits and respects the differences of the two curriculums. On this basis, they closely link to each other by coordinating differences and sharing resources on curriculum objective, curriculum content, curriculum provision and curriculum evaluation. The two curriculum reforms do not keep step with each other, but in the interaction of reforms, the benign synergy of symbiotic relationship becomes increasingly obvious through constant collision, infiltration, and fusion.In order to clarify the unique symbiotic relationship and symbiotic mechanism between the basic education curriculum and teacher education programs, this paper chooses the present American curriculum reform and the current situations of Washington and Illinois curriculum reform as the breach, then, explore the two curriculum how to make a symbiotic relationship in the following aspects, curriculum objective, curriculum content, curriculum implementation, curriculum evaluation, and looking forward to simulating the symbiotic relationship’s mechanism of generation, operation and management.
