In2004, the suggestion about strengthening and improving the college students’ education of ideology politics given by CPC Central Committee and State Council mentions that cultural cultivation must be improved in the institution of higher education. Guidelines of National Program for Medium and Long Term Education Reform and Development manifests that cultivation of the talents having International vision and able to deal with International competition is required in response to an upgrading of International construction and development level of institution improvement. Under International circumstances, breeding a group of reliable and eligible constructors and successors serves as an essential component of ideology and politics education. Since the promulgation of document16and other documentaries concerning cultural cultivation by the Ministry of Education,League Central and CPC, some substantive results have been achieved. However, certain measures are needed to guarantee construction and development in the field in the current situations of International development.Internationalization is an expression of globalization in some extent. Internationalization shows a trend of interacting between countries. Internationalization gives a profound description of connection and interaction in such fronts as politics, economy, culture, etc. Internation vision first of all represents a kind of way of thinking, which transcends borders of all kinds, providing a method for research and exploitation in an open mind. It can also be considered as a manifestation of one’s presence, competence, knowledge, comprehensive qualities and behavior under International circumstances.The rapid development of Internationalization imposes a great influence upon cultural cultivation of institutions, which presents both opportunities as well as challenges. Emerge and fast development of Internationalization can on one hand enable the International development ideology on cultural breeding and poses challenges to both talents breeding and reform of cultural construction system and education on politics and ideology.Campus cultural shows kind of trends in its construction and development under International circumstances:first and foremost, campus culture of institutions would play a more significant role in cultivation of talents able to survive in current International situations; then, predominant role of campus culture in moral education would be put more emphasis on and ways to culture construction would be more diversified.
