The value orientation of higher vocational education reform is the primary problem in the self-development and update of China’s higher vocational education. It is also very significant in theoretical research. The development of society calls high demands to the quality of labors. Especially for higher vocational education which is the main place to train qualified people, it should constantly enhance the consciousness to train high-qualified people who have balanced knowledge and competent structure. The combination of general education and specialized education is not only an idea of running school, but also a model of training qualified people. It is proposed based on the fact that the students have bad humanity quality, weak work adaption, simple knowledge and competent structure, lower-ability of work changing. It provides an idea to China’s higher vocational education reform. In other words, higher vocational education focuses on specialized education and aims at one way thinking. It must have a one way development trend just as one representative of Marxism has referred to. This is also the great challenge facing higher vocational education. Once this spiritual activity—education falls in the mud of utilitarianism and instrumentalism, the essence of education will be reversed and people will become a kind of tool.Based on the analysis of problems and reasons in the combination of general education and specialized education, the paper proposes that combination of general education and specialized education is the value orientation of China’s higher vocational education from the perspective of social economic development and individual inner development. At present, a trend of professionalism exists in China’s higher vocational education. Because most of higher vocational colleges are upgraded from middle vocational schools, they follow the tradition of emphasizing skills training and thus restrain the development of combination of general education and specialized education. The misunderstanding of professional education and traditional education idea, together with the severe employment situation force the students seldom to care about the general courses. From the perspective of social economic development, the idea of combining general education and specialized education accords better with the requirement of market economy to higher vocational education reform. The purpose of it accords with the requirement of science and technology development to qualified people. It facilitates the understanding of employment and working orientation. From the perspective of individual inner development, the combination of general education and specialized education is a further understanding of education essence and accords with the requirement of studying society. It is helpful to improve personal learning ability and is a good method to realize self comprehensive development. Based on the idea of combining general education and specialized education, higher vocational colleges examine the significance of general education to higher vocational education, construct general education courses and strengthen the construction of teaching staff, proving a thinking method and feasible suggestions to the content development of China’s higher vocational education.
