The Research Of Basic Education Facilities Equilibrium Configuration Under Policy Ecology

With the fast development of the urbanization, basic education facilities of non-equilibrium configuration between the city and the countryside has become a very prominent problem. It not only affects the healthy development of the urbanization, but also directly affecting the realization of educational equity. Therefore, the research of basic education facilities equilibrium configuration has a very important practical significance. But at present,the research in this area is only initiative in our country, which needs to be completed.The thesis uses many research methods such as comparative analysis,document-searching and case analysis. It is from the pespective of policy ecology to study the equilibrium allocation for basic education facilities. The content covers the subject and the object of the characteristics of the policy. The subject of the characteristics include: organizational distribution of political resources, policy issues in the inter-organizational fragmentation, and the closed policy process. The object of the characteristics include: the complexity of the policy operating environment, and the various interests of target groups. Then based on these, the thesis analysis to the current policy phenomenon including policy absence, policy inconsistencies and policy lag, in order to find out the policy ecolog reasons of these policies in the formulation and implementation of the existing promblems. Finally, through the Florida's 3C policy in the public service facilities allocation of experience to find out basic education facilities equilibrium configuration paths and methods under the background of rapid urbanization , including improving policy-making and reward systems to achieve a balanced allocation of political resources enhanced inter-departmental communication and cooperation with each other or to set up municipal-level policy coordination body to strengthen the intergration of policy issues, promoting muti-subject participation in policy formulation and implementation process to ensure the openness of the process of policy operational process.
