With the development of information technology, the personnel training mode is no longer limited to conventional school education. Online teaching breaks the time and space constraints of traditional teaching, and provides a new way to personnel training. The virtual classroom is a application form of online teaching with more features, and provides a more effective and low-cost solution for on-the-job training and online education. As one application of online teaching, virtual classroom not only has the characteristics of traditional teaching, but also has the characteristics of online teaching. Teaching is not limited to time and space, interaction function becomes powerful, and teaching experience is similar to traditional classroom. In the background of the rural distance education in Sichuan balance urban and rural, the thesis proposes a virtual classroom solution based on RIA. Then, combined with the practical application environment and user characteristics of virtual classroom, constructs the virtual teaching environment for rural distance education.Firstly, the thesis presents the background and significance of the research, describes the developing history and research status of virtual classroom at home and abroad, then analyzes the theoretical basis related to the design of virtual classroom. Secondly, guided by the domestic and international application evaluation factors of virtual classroom, based on the constructivist theory, teaching interaction theory and learning support theory, the thesis does the analysis of learner’s characteristics and the research of teaching design model, puts forward the "learn and guide combined" teaching design model, then builds the theory model for virtual classroom. Thirdly, based on the analysis of the application environment and users’characteristics of the virtual classroom, and combined the theory model of virtual classroom, the thesis designs the architectures and the functions of virtual classroom system, and gives the main workflow of each subsystem in the virtual classroom system, then analyzes the rich internet application technology used in the virtual classroom. Finally, the thesis elaborates the main function realization of the virtual classroom system, and sets up the application environment of the system, then completes the testing of system application on Sichuan urban and rural service platform, then analyzes the results of testing.
