From the point of view of economic and social development in Xinjiang, theParty Central Committee Xinjiang work forum was held in2010,19provinces andcities increased reconstruction efforts to Xinjiang in2011, Xinjiang has ushered in agood period of the leaps and bounds. In order to achieve the two new major themes ofthe times of the leaps and bounds development and long-term stability in Xinjiang,The key is to endogeny the raw power and foster intrinsic motivation—the humancapital. Xinjiang is a multi-ethnic region, ethnic minority population is a largerproportion of total population in Xinjiang. However, Xinjiang’s ethnic minoritycollege students are the elites in the minority in Xinjiang. To a certain extent, theirdevelopments relate to Xinjiang’s economic development of society in the future, sowe have to strengthen the ideological and political education of minority students inXinjiang in order to make the minority college students are good even excellent in thepolitics, and then make them be a new force of economic and social development inXinjiang.From the point of view of the universities educational function, the university isthe gathering place of the talents and knowledge, higher education is the highest levelof education in our educational structure, its high-level personnel training on thenational economic construction and social development in all aspects of strategicsignificance. Developing college education is to give full play to its educationalfunction and focus on improving the overall quality of students. In order to improvethe overall quality of students, we must put the ideological and political quality in thefirst place.From the above two terms, we must strengthen the minority ideological andpolitical education work to realize the leaps and bounds and long-term stability in Xinjiang. However, due to the particularity of the regional situation and the strategicof the geopolitics in Xinjiang, there has been the negative factors that affect theideological and political education of minority college students. The “Pan-Islamismand Pan-Turkism” which was introduced into Xinjiang in the late19th century andearly20th century has been affected Xinjiang’s ethnic minority college students. ToCarry out the ideological and political education of minority college students in thenew era, we have to study “Pan-Islamism and Pan-Turkism” and its harm to theideological and political education of minority college students conduct research,identify our work’s focus and enhance the work targeted to and also improve theeffectiveness of the work.In this paper, after the first chapter, this paper studied the "Pan-Islamism andPan-Turkism from the background, the nature and the spreading ways in the secondchapter. Showing the view of“pan-Turkism” has the greater impact on the minoritystudents than the“pan-Islamism” by comparing with the relationship of“pan-Islamicism”and “pan-Turkism” in tsarist Russia, Turkey and other countries. Inthe last chapter, the paper points out “Pan-Islamism and Pan-Turkism”is theideological basis and the programme of action of the" three forces " including the EastTurkistan terrorist forces. The influence of the“Pan-Islamism and Pan-Turkism” wasdiscussed from four aspects in the third chapter of this paper, showing the dangers ofits ideological and political education to the minority students. In the fourth chapter,this paper analyzed the reasons and pointed out that the impact of “Pan-Islamism andPan-Turkism” to the minority students is harder to Han students. In the fifth chapter,this paper talked about the specific measures to resist the impact of “Pan-Islamismand Pan-Turkism”.During writing this paper, I realized that to carry out a good ideological andpolitical education of minority students, we should not just targeting minority collegestudents, we should educate Han students, either. Let Han students have someknowledge of “Pan-Islamism and Pan-Turkism”, the customs of the ethnic minorities,religious beliefs, customs and so on. Only in this way can all nationalities studentsenhance understanding and overcoming prejudices each other to strengthen solidarityand joint efforts against the hazards of “Pan-Islamism and Pan-Turkism”, and alsobuild the national unity city, consider Xinjiang’s development plans.
