The Research On Application Mechanism Reform In Colleges And Universities In Shanghai

Nowadays, higher education in Shanghai has welcomed the phase of popularization, which provides candidates in Shanghai more opportunities to pursue higher education. Therefore, the demand of candidates and their parents in Shanghai is shifted to enter good and satisfying universities in the context of popularization, which makes it necessary to set up a corresponding college entrance examination system. Based on the analysis of the reality in Shanghai, this research proposes that application mechanism should be implemented in colleges and universities in Shanghai. The research tries to answer the following questions:What are the characteristics of application mechanism at different stages of its development? What is the essential characteristic of application mechanism? Does Shanghai have the well-prepared social environment basis to put application mechanism into practice? What are the possible barriers to implement application mechanism in Shanghai?The research finds that application mechanism has experienced open application mechanism, qualification examination mechanism, coexistence of comprehensive selection mechanism and open application mechanism. Openness is the characteristic of the first two phases, while diversity and divergence and selection are the characteristics of the third phase. The characteristics of each phase are closely connected with the social environment at that time. By comparing and analyzing countries implementing application mechanism, this research finds that diverse and processing student evaluation, colleges and universities’ high degree autonomy of enrollment, concern over students’choosing opportunities are three essential characteristics. By comparing and analyzing the social environments of countries implementing application mechanism, the research proves that Shanghai has the basic conditions to implement application mechanism. In addition, Shanghai residents have raised new pursuit of higher education, and the voice for reforming Shanghai college entrance examination system is getting louder and louder. Based on the analysis of the current Shanghai college entrance examination system, the research concludes that implementing application mechanism is the best choice for solving the present problems. Finally, on the basis of the reality of Shanghai, this research puts forward a three-phase application admission proposal, and resolutions to cultural barrier, inadequate funding, limitation of autonomy of colleges and universities are provided as well.
