It is already ten years since the "employment-oriented" policy was put forward. There are both achievements and problems in the development of vocational education. For example, there is conflict between obtaining employment and going to higher school, and also between the function of education and employment, and the boundary of the function of the vocational schools. The problem above requires attention and research.Based on the background of the policy and practical needs, this paper combs the policy from national level in a certain dimension, then selects Zhejiang, Jiangsu two provinces, through the analysis and comparison from the policy and practice, we get the information of the status of current implementation of the policy on one aspect, and on the other aspect we can also find the difference of the special circumstances. That means the same policy is reflected differently in the practice.This paper mainly includes five chapters:The first chapter is introduction, mainly for the background of research, research methods, and definition of core concept in this paper. The second chapter is the background about the period when the "employment-oriented" policy was put forward.The third chapter is about the policy from the National Level.The fourth chapter is to research the two provinces, Zhe Jiang and Jiang Su, about the policy and the implementation.The ending is the summarization and reflection of this thesis.
