Vocational education, a vital part of national education system, is vocation-oriented and for all the people. Since late 1980s, the Chinese vocational education has come to a difficult period, especially, in the less-developed regions in the west. Vocational education is in tight relation to the regional development cf local society and economy. Doing research on regionalvocational education can not only enrich the national vocational education theory,but also guide the practical policy making.Vocational education is direct and tight component of educational cause with the social economic development, shouldering the task of cultivating the high-quality labor and all walks of talents with special skill. Vocational education is a bridge and bond of transforming the science and technology into realistic productive force.The quality of labor force are improved by developing vocational education, moreover, they can migrate from countryside to cities which worked at non-agricultural industries with order, stability and high-status. The last but not the least, Developing vocational education can improve the farms'incomes, narrow the distance of countryside and cities, which benefit the construction of the integration of countryside and cities.The migrants problem of Three Gorges Project (TGP) is difficult. One way to solve the problem is to stick to the sustainable development principle, and pay much attention to education. On the study of the present situation of the reservoir area, this article explains that the employment-oriented vocational education is a sustainable choice. From the educational goal, the courses design, the training method and the safeguard measure, we are trying to construct a practical and feasible vocational education mode for the reservoir area.Based on the theory of vocational education labor market in the reservoir area ,this paper keeps an eye on the effect and correlative operation of in the migration of surplus labor force and puts forward the concrete measures, which have great meaning in both theory and reality.The article mainly from the first part of the connotation of vocational education setting, recalled the development of China's vocational education and reform process, with an emphasis on the vocational education of the principles, policies, and the evolution of the system. The second part clarify the situation of China's vocational education, as well as the drawbacks of existing education system and the non-educational aspects of the two systems cause analysis. Drawing on the third part of the United States, Germany, Japan, Korea, India and other countries to promote education on the national labor and employment experience. Part IV experience from abroad, according to its own national conditions in the reservoir area of vocational education should be employment-oriented model, as well as the theoretical basis of reality based on the actual situation of migrants from the reservoir area to analyse, from the direction of vocational education objectives defined, set curriculum, training methods and the choice of areas, such as security measures for the development of a more comprehensive study on the construction of the reservoir areas of employment-oriented vocational education model.
