A Correlational Study Between The Demand Of Skilled Human Capital And The Development Of Vocational Education In Hunan Province

With the human capital made more and more contribution in the process of social development, and the economic development needs more and more human capital, the scholars paying more attention to the research of the human capital theory. In all types of human capital, people has given full affirmantion and highly praise of the contribution to the economic growth, which from the General human capital and Entrepreneur human capital’s. Most scholars have given more attention on the General human capital and the Entrepreneur human capital also have more thorough and systematic research. But, given less attention on the skilled human capital. Similarly, in the investment of the human capital, people has few enthusiasm on vocational investment. It lead to vocational education developed very slow.In recent ten years, the economic development of Hunan province made a very great achievement, the human capital, especially skilled human capital played an important role. With the rapid development of high and new technology, the rising of strategic new industry and the upgrading and structural optimization of industry, the economic development of Hunan province requires a lot of skilled human capital. The supply of skilled human capital mainly rely on vocationcal education investment, depends on the cultivation of vocational colleges. However, at present, vocational colleges can not provide enough skilled human capital, which caused the serious lack of skilled human capital. If this situation can not be solved, it may inevitably affect the sustainable development of Hunan economy. Therefore, to research the relationship between the demand of skilled human capital and the development of vocation education becomes very necessary. This paper is based on the human capital theory, use the new economic growth economics theory, combinated the qualitative analysis and quantitative analysis methods, taken Hunan province as the object. After describe the present situation of the Skilled human capital and the development of vocational education, through using the Cobb-Douglas production function to build the Solow model, which human capital be a factor in it. Then, analyze the relationship between the demand of skilled human capital and the development of vocation education. Get the results showed that:(1) Before1999year, Hunan province only focous on the material capital. The economic growth is depends on the investment of material capital, the role of the Human capital has been neglected. But after1999year, the economic development of Hunan province, which can not leave the contribution of human capital, especially skilled human capital. The development of economy needs more skilled human capital;(2) Vocational education is basic of formation on the skilled human capital. Because of hunan has been lack of investment on vocational education, it not only hindered the development of vocational education, but also seriously influenced the effective supply of skilled human capital. The results are:developing economic growth needs a lot of skilled human capital. As the main supplier, the development of vocational education cannot be neglected. At last, this paper proposed some policies and suggestions to promote the development of vocational education, in order to meet the needs of economic development in Hunan province. Eventually, promoting sound and rapid development of the Hunan province economy.
