| Skilled talents are an indispensable part of the domestic talent team,the backbone and elites engaged in skilled work,and the indispensable leaders of all walks of life.This main body has a positive impact on promoting the change of economic growth model,accelerating technological innovation,accelerating the adjustment and optimization of industrial structure,enhancing the core competitiveness of enterprises and so on.This paper aims to perfect the evaluation system of skilled talents in Yangzhou,through literature analysis,questionnaire,field visit and so on,from the angle of Public Management,this paper makes an in-depth study on the present situation,existing problems and perfecting countermeasures of the evaluation system of skilled talents in Yangzhou.Firstly,this paper briefly explains the background and significance of the research on the evaluation system of skilled personnel.Secondly,through the collection,arrangement and analysis of relevant materials in the skills and talents evaluation system of Yangzhou,we found that there are some problems in the evaluation system of skilled talents in Yangzhou:The authority of the evaluation of the third-party social organizations is not enough,and the initiative of the independent evaluation of enterprises is not enough,the implementation standard of the skill contest is confused,the Trade Association pursues the economic benefit,the local characteristic appraisal mining is not deep.Then,by using the method of Comparative Analysis,the author studies the experience of the evaluation system of skilled talents in Berlin,Land,Tokyo,Suqian,Taizhou and Yantai,from this,we can find out the experience and enlightenment that fit the skills and talents evaluation system in Yangzhou.In the end,the author concludes the countermeasures to perfect the evaluation system of skilled talents in Yangzhou:the government should play an active role in guiding the evaluation of the third-party organizations;the government should formulate effective incentive measures to create a good atmosphere;and the skills competition system should be improved,we will strengthen supervision and management of the entire process,improve the evaluation system and advance the legislative work on the contents of the evaluation,carry forward the characteristics of Yangzhou and promote the lifelong evaluation system of "Yangjia Craftsman".Based on the construction of yangzhou skill talent evaluation system,as a kind of market-oriented behavior analysis,the success of the government in the implementation of effective skill talent evaluation system,hope to solve the problems that exist in the our city skill talent evaluation system,perfecting city skill talent evaluation system,in order to maximize the evaluation skills talents,Fundamentally develop yangzhou skills and talent resources,promote employment,to create a good business environment to make a due contribution. |
