In the background of economic transition and industrial restructuring, the role of high-skilled talents to enhance the capability of independent innovation, competitive advantage and promoting economic development is more prominent. The phenomenon of highly skilled talents agglomeration is a phenomenon that highly skilled talents gather in a region or in one industry during the process of talents flow. When the number of highly skilled talents reaches a certain size, through the role of Resources Reorganization and rational allocation, the role of an effective reorganization will produce an economic effect about1+1>2under the harmonious environment. This effect is conducive to information sharing, collective learning, innovation and knowledge spillovers.On the basis of discussing high skilled talent aggregation effect, human capital theory as well as knowledge theory, this paper explored the potential relationship of highly skilled talent and implicit human capital development. First, through the inductive analysis of the relevant literature, structure a model and research hypotheses that high skilled talents agglomeration could affect the learning ability and creative ability, and then contribute the development of implicit human capital. Second, with the help of research results about human capital agglomeration, this paper built a highly skilled aggregation effect evaluation system with the help of existing research results, and then used principal component analysis method to filter out the good regions on high skilled talents agglomeration effects to conduct a questionnaire survey. Through analysising the content of basic characteristics of highly skilled talents, learning and creating ability, this paper divided the measurement dimension of learning ability, creating capacity and implicit human capital.And then made questionnaires of learning ability, creative ability and implicit human capital development. Then, on this basis of it, this paper had an empirical analysis on the relationship between highly skilled talents agglomeration and the development of implicit human capital, finding that there is not only a certain relationship between aggregation of high skilled talents, but also could affect the development of implicit human capital effect through affecting learning and creative ability. This paper proposed conclusions on how to promote the development of implicate human capital in order to enhance the competitiveness of individuals, organizations, and strengthen competitive advantage and promote economic development.The main work and innovation:(1) Having a empirical analysis on high skilled talents agglomeration effect using principal component analysis;(2) letting the learning and creative ability of high skilled talents as a mediating variable to the model of high skilled talents agglomeration and implicit human capital development;(3) High skilled talents learning abilit, creative ability, hideen human capital developmen were defined and classified;(4) having an empirical analysis on the relationship between high skilled agglomeration and implicit human capital development and proposing recommendations about how to promote the implicit human capital development under the environment of high skilled talents agglomeration.
