Along with the development of computer network technology and multimedia technology in recent years, the web-based education gradually achieves bigger attention from researchers. At present, the study on learning motivation of network learners has become a very important research topic in the web-based education. According to the low course utilization and insufficient learning motivation of the students during web-based course implementation in certain school, starting with encouraging students for network learning, this paper studies the topic and offers a new path for the efficient application of web-based course, by combining management, psychology, pedagogy and other related theories.Combining theory with practice, this paper mainly takes the methods of literature review, questionnaire, experimentation and case study. On the basis of motivational theory and incentive theory, it designs the incentive mechanism model for web-based course learners and puts forward concrete measures. With learners’characteristics and learning demand as the precondition, the incentive mechanism model and measures center the basic process of web-based course learning. They are inspired by the incentives in economic management, network game entertainment and education. Then the author analyzes and summarizes the incentive effects though data surveys on websites, questionnaires, experiments and etc. It verifies that incentive plays an effective role in improving learning initiative and efficiency of web-based course learners. What’s more, it also proposes corresponding adjusting plans for the processes that have unsatisfactory results. This research enables people to know more about incentive’s function. At the same time, it also provides the reference for improving network learning efficiency and stimulating network learning motivation.
