Since the first independent college emergence in1999，it has developed vigorously. Nowit has become a lot spot of the high education innovation and exists in more than300school，25cities all around China.Rise and Development of Independent Colleges, comply with the socio-economicdevelopment of the demand for talent, to ease the aspirations of higher education needs of thepeople; at the same time, the Independent Institute’s development is inseparable from thesupport of the Government. As a new thing, the road of independent development of theInstitute will inevitably encounter a lot of setbacks to its external environment and internalmanagement, will inevitably appear or to be a problem.This study first in the independent college, run a mechanism to do this using the conceptof public goods theory, argumentation government support the development of independentcollege in necessity. In view of the government in the independent college operation,introducing the new public service theory, tries to explain the government in the performanceof their functions should be changed in time management mode, from the original mastersinto supporters. Then through the analysis of Guangzhou College of this case, discuss theindependent operational mechanism of the existing problems and their causes.
