Independent college is a product of higher education during the transitional period from elite education to popular education. Because of the short established years, the lack of cultural heritage and the influences from school management, the factor of teaching, the students themselves, the family and society, the whole style of study in the independent college is worse, comparing with public college. The students who are learning disability or poor at learning affect the order of teaching as well as the purpose to accomplish the personnel training. Meanwhile it causes the trouble in ideological and political education. To set up an outstanding brand, improve the quality in education and attempt to construct a good learning style, the college proposed different system administration. The aim of this paper is to accomplish the goal of educational management, personnel training and harmony and stability in camps based on exploring the Scientific Management Concept about repeaters as well as establishing a Long-term management and mechanism of transformation.
