The quality assessment of physical education and health has always been the core problem in the field of physical education in China. It can improve the physical education and health teacher’s instruction, promote the quality of class, and eventually to promote student’s sports participation actively and the improvement of learning. Due to the influence of former Soviet union, currently, our physical education assessment has fallen into a situation which is full of mechanization and ossification, it has not provide an effective assessment for improving physical teachers’ teaching and promote students’learning. Based on this, this research establish a new quality assessment of physical education based on the standards of physical education under the new reform of physical education course in China, and to establish a indicator system based on the standards, assessment of criterion, assessment of rubric, design tools and process for assessment.First, the establishment of assessment indicatorThe article got the index system of physical education and health by quantitative and qualitative research which include three dimensions that is teacher behavior, student behavior and classroom environment, teachers dimension include:teaching design, task presentation, teaching attitude, organization, learning cues, feedback, classroom attention, guidance to help, misconduct and other important indicators; Students dimensions include:sports participation, goal attainment and some other index. Among the sport participation, including seven indexes which is density of the movement, exercise intensity, exercise duration, knowledge and skills, emotional experience, autonomy and cooperative learning, and learning attitude. Dimension of classroom environment mainly includes:court equipment layout, security class, the teachers and students interaction, classroom atmosphere, the humanities environment and the other six level3dimensions. By means of the test of reliability and validity of physical education and health classroom teaching quality evaluation index system, the results of physical education and health classroom teaching quality evaluation index system is very high reliability and validity, can offer the assessment index for physical education and health classroom teaching quality.Second, the design of the assessing instrumentAccording to the classroom observation, the article designed17checklist for gather information, including teacher’s behavior assessment sheet, student’s behavior assessment sheet, classroom environment assessment sheet, student sport participation, exercise load, emotional experience, teacher and student interaction, students’ improper behavior, students on task behavior observation, students wait time, the student movement participation rate, teacher’s classroom behavior, teachers classroom management time, number of feedback test, teachers speak time, etc. all of this checklist are applied in real classroom with several times, and the operation is simple, convenient, easy to grasp, the recorded information can truly reflect the phenomenon of classroom teaching and learning and problems.Third, integrity procedures.According to the order of classroom assessment time to establish assessment procedures and processes, the procedures include:prior to class meeting, observation in class and assessment after class. The processes include:clear target, establish subject, choose assessment method, design assessment tools, set up assessment plan, and process result of assessment.
