Actually, this plan has many things to be discussed and researched.This essay mainly focus on the problems come out in the process, and give some feasible and practical advices to solve the problems.1. The plan is issued on a social background that our elementary education is not balanced which caused strong attentions of central committee and ministry of education,so from the year2006, the plan began to be carried out. To solves some problems effectively,for example,it relieves the lack of the teacher in the countryside and provides a new platform for kids left-behind, but on the other hand,it exposes some problems that need to be solved successfully.We should pay a great attention to this to find a strategy.2. From the investigations we do to Anhui province,we find out the problems and reasons. The implementation of the control for the pass lax. After the recruitment, the pre-job training is too vague and general.teachers are under a high pressure including living pressure and working stress. The evaluating system is not scientific, and after three years, their personal establishment can’t be set up smoothly. We find the main reasons are the local government don’t pay enough attention on it and some supporting policies are not carried out.3. From concluding the achievement and deficiency in the plan, we give some strategies,that are the government should pay great attention and perfect supporting policies,then set up a strict entering system, improve the quality of pre-job training, improve their living condition, and strengthen management,at the same time pay attention to keep pace with times.The innovation of this research lies in the spot interview and question a survey and get the first-hand information, and through to the foreign similar scheme comparison and study, for our country’s "the plan," provide some feasible Suggestions.Although the writer has done a deep research to "TGP", and give some advices for many reasons, the research has some deficiencies.I just hope this research can attract more to join in the project, to make teachers in this position live and work better.
