Education holds a crucial position in the social development of our country. The saying’Education is the base of a hundred year plan’illustrates how all elements of society hold education in high regard. As they are responsible for delivering education, Teachers play a vital role in educational development; so it could be said’Teachers are the base of educational development’..Therefore, whether the central government, or the local organizations, attach great importance to the development and construction of teachers. With nearly50,000people, the scale of the teaching teams in JingZhou is very large., The teaching level not only determines the rural education, but also the overall quality of education in Jingzhou; Moreover, it determines the speed and quality of social and economic development. Therefore, researching the construction of teaching units in the countryside of Jingzhou has certain theoretical and practical significance.This study will make use of relevant literature, expert interviews and statistical anaylsis to examine rural teachers in JingZhou. It aims to understand why a number of problems, including teacher shortages, unreponsive organisational structures, poor quality service and unstable teams, emerged. By researching the rural teaching units of primary and middle school in Jingzhou, this article will point out the main issues among the teaching facilities, analysize its causes and work out the solutions. The main content of this study are as follows:The first part:the introduction part, mainly elaborates the research background, research significance, research methods and contents.The second part:the main problems of teaching units among Jingzhou rural primary and secondary school. It elaborates the key issues of rural teaching facilities of Jingzhou in primary and middle schools, including unbalance of structure, age structure, educational structure, partial poor professional quality.The third part:the causes of rural teaching units among primary and secondary schools of Jingzhou. It will mainly focus on the following factors, including funding shortage, uneven distribution of resources, the rational flow and invalid educational training.The fourth part:the basic countermeasures of rural teaching units of Jingzhou primary and secondary schools. This study will put forward to strengthen the rural primary and secondary school teachers in Jingzhou city construction of the three major measures, including the implementation of treatment, deepening reform and strengthening training.The fifth part:the conclusion and suggestion.The sixth part:Bibliography and appendix. Research thought:(1) The rural teaching units of primary and secondary schools in Jingzhou exists problems as follow:learning structure, subject structure, age structure, echelon structure, professional title structure, unbalanced education structure; rural teachers’ wages, work load, training funds, job evaluation, teachers’poor living environment, uncompleted supplement mechanism, which can not be timely addendum, rigid preparation can enter into a weaving, after handling difficult problems, substitute teacher leadership rendered ineffectual by recalcitrant subordinates.(2) The problem causes of rural teaching units among primary and secondary schools in Jingzhouare:one problem is insufficient educational investment which is due to the limited educational investment from central government, theinsufficient capacity of local finance, and rural educational expenditure; two is due to the rural education resources shortage and the uneven regional distribution of educational resources in urban and rural areas; three is due to unreasonable standard of authorized size of teaching unites, unclear teaching mobility mechanism and urban and rural teachers to realize the sharing of teachers management caused serious lag; the four, teachers’ continuing education becomes a mere formality in cavitation state is due to the shortage of funds, training system, training bases.(3) The basic countermeasure of rural teaching units among rural primary and secondary schools:one is to cogent safeguard rural teachers’salaries and benefits by enlarging the funds investment of rural education,, protect the legitimate rights and interests of rural teachers and other measures, and constantly improve the status and treatment of rural teachers of primary and middle schools; two, by developing the scientific and rational authorizing standards, is to improve the efficient and flexible management system continuing to deepen the teachers’personnel system reform of rural primary and middle schools, and establish and improve the scientific management system of teaching units; three, through training funds’increasing, is to strengthen the construction of training organizations, the management system of training and to intensify the training mode of means of gradually strengthen rural primary and secondary school teachers’In-service training.(4) Basic enlightenment of rural teaching unites of primary and secondary schools: from historical perspective, there are many problems, existing in the rural teaching units of primary and secondary schools, mainly due to funding, staffing, training and other reasons; from future’s perspective, there are following demands needed to be manipulated, including implementing the educational funds investment, deepening reform and strengthening teachers’training system for teachers; As the saying goes "Education is the base of a hundred year plan and teachers are the base of educational development". Therefore.all levels of governments, education institutions and other related departments should fully understand all practical problems existing among the current construction of rural education teachers uniting. Although the balanced development of compulsory education has been promoted in many regions; butthe thermal phenomena of school selecting, as a balanced education development barometer did not suddenly cool down. This phenomena is mainly due to teaching unites. People go for the schools with better teaching facilities. Strength difference of teaching facilities between schools reflects the unbalanced education performance, and it also could cause less balanced; It truly is the big bottleneck of balanced development of education. Strengthening the construction of teaching units is the solution of promoting the balanced development of education and resolving the tough problem of school selecting...
