Under the policy of speeding up the vocational education development in our country, non-governmental higher education maintains a good momentum of rapid growth, which has reached a certain scale through the initial primary accumulation, and its conditions has evolved from the simple stage to the steady stage. The abilities of intellectual training, scientific innovation and educational innovation have significantly improved in the private colleges. The private higher educational institution has become an important component of the regular higher educational system.Through the whole management process of education and operation, the private higher vocational college has typical entrepreneurial characteristics. As a company, the private higher vocational college has strict cost restraining mechanism, faces fierce market competition pressure and has both economic and social development goals. The operating fund is raised by the owner, so the colleges need to restrain the cost in the management of education, administration, enrollment and employment. With the increasing colleges and decreasing students, the competition becomes more and more cruel for enrollment, employment rate, educational resources, specialty construction and other aspects. Its economic development goals include achieving the high rate of return on educational investment, implementing the optimal scale of operation and so on; its social development goals include training qualified citizens, advancing scientific research and serving the society and the mass, etc.. Therefore, the management process of the private higher vocational college could apply the relatively mature management theories founded on the modern business.With the development of the private higher vocational college, its human resources management has exposed various problems. Under the rapid developing and changing background in economy and society, this paper discusses the problems and its reasons in the HRM system of M Vocational College through the theoretical and empirical analysis, reflected in the low quality of administrators, the mechanism imperfectness of performance appraisal, salary, inspiring and training, the lack of staff career management, etc.. Then it makes recommendations on building a new HRM system of M Vocational College against the problems, which include strengthening the administrators’professionalism, improving the performance appraisal system, establishing the fair salary system, innovating the staff training pattern, creating the career management network and optimizing the people-oriented motivation system. And it utilizes SPSS19.0to prove the feasibility of the new system, through making the quantitative and qualitative analysis on the data of the staff satisfaction questionnaires.The basic thought of this paper is that based on the theories of HRM and HRM systems, it analyzes the existing problems and its reasons of the HRM system of M Vocational College, makes recommendations on the construction of the new reasonable HRM system, and proves the feasibility of the new system through the application analysis.
