Higher vocational and technical education is an important part of higher education in our country. It aims at training high-quality specialized skills talents for the local economy who work in the front lines of production and services. Currently, it has become increasingly wider participation into economic and social development in various fields.However, as China's higher vocational education started late, there are many problems still exit in the idea running a school, teachers' ability, teaching quality management, and many other aspects. The teachers' ability is the critical to ensure the objective and quality of personnel training, and is the basis of vocational colleges survival and development. The key point building a contingent of high-quality teachers is to establish a special human resource management system for higher vocational teacher, and to attract and retain outstanding teachers and develop their ability according to the goal of vocational. This will be the top priority of higher vocational colleges.In this paper, the documents cited method, investigation, combine qualitative and quantitative methods are all used. In the foundation of human resources management theory, using the human resources management experience of home and abroad for reference, according to the present situation of human resources in BD vocational and technical college, its management achievements and problems in the conduct is analyzed, and the human resources needs of college teachers are forecasted. The core content of this paper is to design a human resources management improvement programme according to the characteristic of BD vocational and technical college. The programme is packaged from the performance evaluation, remuneration and motivation, recruitment and elimination, and personnel training four aspects of the human resources management. This paper eventually come to the conclusion that "To adapt to vocational high school, more labor and more pay, incentive and competition, the survival of the fittest" general principles and the new human resources management system that take performance measures and salary stimulation as core can guide BD vocational and technical college as "Vocational" development. It can improve teaching quality, and promote the development, and be a certain reference value to similar vocational college teachers building.
