Education,the foundation of a country and the symbol of national prosperity,playing an important strategic position in national development.A country who wants to become a world power must pay attention to the talent cultivation,which core is personnel training is the level of education,that is,teachers.With the implementation of China's merged enrollment in college in 1997,the normal students are no longer different from other undergraduates can enjoy the free higher education.At the same time with the impact of the market economy,pedagogical education gradually weakened,the same year more outstanding students swarmed into the popular major.Education has become "obscurity" and the education students continue to decrease year by year,urban and rural education gap is growing.To alleviate this imbalance,the Ministry of Education decided to implement the free teacher policy again in six subordinate normal universities in 2007.However,since the implementation of the policy,there has been no significant improvement in basic education in rural and remote areas.Therefore,many scholars suggested that the task of cultivating more excellent teachers for rural areas should be gived to local normal colleges.On this basis of that voice,Chongqing government joint education department issued "on the primary school primary school teachers training work implementation opinions" decided to implement the free teacher Students training in Chongqing five normal colleges and universities from 2013,mainly to train a number of competent primary teachers for rural primary education school who can undertaking all the subjects.Through the expansion of rural teachers to improve the overall quality of rural teachers and the formation of a good quality,reasonable structure,willing to sacrifice,rooted in rural areas of outstanding teachers.This paper is divided into four parts:the first part is using literature analysis method to analyze the significance,the main points,the necessity and the feasibility of Chongqing free normal education policy.At the same time,using the comparative study method to respectively summarize the national free teacher education policy and the local free teacher policy.The second part mainly uses the questionnaire survey to investigate the Chongqing free normal students from four aspects:enrollment,cultivation,finance and employment,for help of understanding the problems in implementation of the free teacher education policy.And to understand the opinions of students to the policy.The third part mainly analyzes the results of the survey,and puts forward some problems in the process of implementation from the four dimensions of enrollment,training mode,government funds and employment policy.The fourth part will be based on the current issues giving some corresponding countermeasures and suggestions.Hoping to give some constructive suggests to Chongqing free normal education policy and the construction of rural primary teachers' team.
