Financial aid policy for college needy students is an essential part of higher education as well as a vial indicator to measure the realization of college educational function. Without a completed financial aid system,college education can never achieve its educational aims.As poor college students’education is an important portion of higher education,a financial-aiding system based on higher education policy is significant for the development of every college student.It enables an overall development of those poor students on their intelligence,morality and personality and thus lays a solid foundation on cultivating qualified socialist successors.This thesis begins from the connotation of college financial-aiding policy. On the basis of the study on current financial aid policy, it analyzes the problems lying in the aid policy and the main courses for these problems.Then,through learning from the pattern of those developed countries,the thesis specifically puts forth several methods to realize the value of financial aid in order to push forward the further reform of financial aid policy in China.This thesis consists of five parts:Chapter l,that is,the introduction part,firstly discusses the research background and significance of the chosen topic.Then it analyzes the current domestic and foreign research work over the financial aid policy.The last part is mainly about the research method,thinking trait,characteristic as well as disadvantage of this paper.Chapter2,mainly expounds the meaning and development path of financial aid policy,then it further has a systematic analysis over the significance of realizing the value of financial aid policy from a theoretical and practical aspects.Chapter3is about the difficulty of realizing the value of the students’financial aid work in Chinese colleges and its cause analysis. First,it has some knowledge of the current situation of the financial-aiding system in6colleges in Changsha through the questionnaire survey. Then it studies over the difficulty of realizing the value of the students financial assistance work in Chinese colleges from the following four aspects:a single source of funds, funding biased object, students’ simple recipients and the lack of education effect. At last, it analyzes the causes that lead to the situation including the fatigue educational investment support, the imperfect aid system, the absence of aid process supervision as well as the simple and coarse aid means and the uneven aid team.In Chapter4,through a comparative analysis of different college students’ financial aid patterns among the U.S,U.K and Japan,two suggestions are put forward,that is,on the one hand,to update the concept and perfect the aiding pattern in a deeper sense.While on the other hand,to improve the payment method of college student loan and mechanism of fund withdrawl,so that a virtuous cycle of the assistance work can be formed.Chapter5discusses the ways of realizing the financial aid for Chinese college students:to perfect the system of financial aid and improve institutional design;to increase supporting funds and broaden channels of raising funds;to enrich opportunities for allocating aids,extend more humanistic care and enhance the caliber of the staff for a high quality level.
