On Studying To Internal Governance Structure Of Public Higher Vocational Colleges

Late in the last century, China began the development of higher vocationaleducation with the developing situation gratifying in such a short time, which showsfrom the following two aspects: the number of higher vocational colleges and thestudents in the higher vocational colleges accounted for half of that in higheruniversities; On the other hand, the function of higher vocational education aiming attraining talents with high quality, serving society, promoting economic and socialdevelopment had been embodied. However, due to the situation in which our countydidn’t have the clear top design of the higher vocation education or enoughpreparation, the rapid development of higher vocational education will bring about aseries of problems: higher vocational colleges’ facing reducing matriculates, theshortage of capital,investment diversification of the external environment, imperfectinternal management system, and unreasonable governance structure, all of whichrestricted and influenced the development of vocational colleges and talent trainingquality. At present, our country’s public higher vocational colleges are implementingthe president’s responsibility system under the leadership of the Party Committee, inwhich internal management structure exists the shortages from different degree suchas revealing the internal administrative power, weakening relatively the academicpower, overlapping the decision-making power and administrative power and theunclear boundary, lacking the supervising power, the collective representative’sorganizing function’s not working. The main cause lies in the internal and externalbalances institutional constraints that work together. The management mode in GreatBritain, Germany, France and American shows their own special features, in whichthe advanced ideas and practices can provide some reasonable and practicalinspirations to our country’s public higher vocational college’s governance.Meanwhile, in recent years our county’s public higher vocational colleges have beenexploring the internal governance structure model during which they found that theprocess of constructing internal management structure is the operating process ofredistributing and operating the power and responsibility of the colleges. In thepresent situation, in which administrative power flooded in higher vocational colleges,considering the reality of our country’s socialism primary level and higher vocationaleducation primary stage, our country public higher vocational colleges should set up the governance mechanism in which politics will never fade, decision-making,execution, supervision mutually restrain each other, administrative right and theacademic power involved; form the governance mode with party committee’s politicalleadership, the board of directors’ democratic decision-making, the president’scentralized management, professor’s independent governance scholarship.
