With the rapid development of information technology and the constant update of the concept of education, E-education is developing in a new form. In this context, platform-based Inquiry Learning has been accepted by more and more people and Inquiry learning activities are being carried out like a raging fire, there are some achievements has been made, but also many problems has been exposed. In research, more attention to theoretical study on research, and the development of platform and the research of practice are rarely to be concerned about; In practice, the overall effect of the implementation of Inquiry Learning curriculum is not satisfactory, This phenomenon is caused by these factors such as the traditional teaching methods, the imperfect evaluation system, the shortage of funds, the Information Literacy, In the application of Inquiry Learning platform, the effect of the application is not ideal, the utilization rate of the functional modules is not high, and most platforms only place digitize accumulation. These problems leads to the fact that the layout and development of study platform which guides at advanced theory and aimed at high school students has a certain practical value.Based on the literature research, it summarizes the researches about the implementation of Inquiry Learning curriculum, researches and analysis the application status of the platform of Inquiry learning, and investigating the curriculum implementation of some high school in Jinhua through the investigation, analysis and researching teachers and students and platform of the demand for research. On this basis, with the guiding of knowledge management, learning, input, interaction theory as the guide, the overall design and detailed design of functional modules of Inquiry Learning platform have been done, and develop as the design. This learning platform puts "project" as the center, and is a virtual place for students to research; The platform focuses on the management of the explicit knowledge about subject and tacit knowledge from the interact between teachers and students, the comprehensiveness of the evaluation, it has more comprehensive features such as diversification of interaction, knowledge management and perfect evaluation system. The platform is mainly used to assist high school studying learning course development, enriching teaching methods, promoting the construction of informative teaching mode; change the way of study, promote student’s independent learning; rich learning resources, promote the accumulation and sharing collective wisdom and knowledge management; provide a variety of forms of interaction, focus on the exchange of task-driven learning, to meet the learning interaction needs; promote and satisfy the students group interactive learning needs; provide teacher assessment, self-assessment, peer assessment, evaluation system, to promote a comprehensive evaluation.The platform conducted the practice research on practice of learning platform in Jinhua six and binhong middle school, and analyzed research data, Obtained certain achievements, but the platform also requires further scrutiny and amendment, I believe that the platform in the future play a greater role in teaching and research, and continuous improvement of student research study results, and enhancing students higher order skills, to meet the needs of social development. The platform can get extensive promotion application, improving students’study effect, and strengthen the high order of students’ability, meet the demand of social development.
