It's the important mission of science curriculum to cultivate students'exploring abilities and good habits and finally promote their scientific literacy. The rapid development of information technology provides a strong basis and gives important supports for scientific inquiry learning activities. The information-based environment is not only able to promote communication between teachers and students, but also help students to build knowledge, record the learning process and carry out diversified evaluation. Faced with the learning needs in the new era, it is important to build information-based environment for students'comprehensive development in 21st century.Cognitive tools well support users'cognitive processes, such as perceiving, processing, memory and problem-solving and so on, and could rich and reconstruct cognitive structure, and promote higher order thinking skills. These advantages provide an opportunity for scientific inquiry learning activities. Thus, combining cognitive tools and inquiry learning, the thesis builds scientific inquiry learning platform based on cognitive tools and provide actionable strategies and methods for inquiry learning under information-based environment.This study is divided into four stages:literature theory study and analysis, survey&interviews and classroom observation, quasi-experimental research and evaluation analysis. After the introduction and analysis of domestic and foreign literature and the survey, the thesis analyses the situation of inquiry learning in secondary schools and the possibility&necessity of constructing a platform, proposes a scientific inquiry learning process model based on cognitive tools, designs and develops a platform for scientific inquiry learning. Then the platform is used in class 5, grade 2 in affiliated secondary school of South West University. Finally the thesis concludes the platform application results through the analysis of the questionnaires before and after the test.Studies have shown that it's feasible and effective to apply learning platform based on cognitive tools in science inquiry learning activities in secondary schools, and the advantages of a variety of cognitive tools well support the process of inquiry learning. The use of inquiry-based learning platform in the classroom and extra-curricular activities can effectively promote the communication between teachers and students, and its persistent application is a good way to cultivate students' good thinking habits and enhance their cooperation ability and inquiry ability.
