The paper takes the rural middle and primary schools of Jiande County, Zhejiang province, as the object of study, the rural middle and primary school layout adjustment of Jiande County as the research content, and the interview outline and questionnaire compiled by Professor Zhang Xinping et al. as the research tool to figure out the background, implementation, status quo and problem of the layout adjustment in this area by interviewing the leaders and staffs of the municipal bureau of education, administrative staff in charge of eduction of towns, and principals, teachers and students of rural middle and primary schools, as well as doing the questionnaire survey on the rural middle and primary school teachers. The present paper consists of four parts, of which the first part in the introduction describing the reason to propose the questions, research status, research objective and meaning, research content as well as research idea and method; the second part reveals the background and process of the implementation of rural middle and primary schools layout adjustment of Jiande, Zhejiang province; the third part present the status and effect of the adjustment; the last part summaries the problems generated by the adjustment, and then proposes the suggestions and strategies to resolve the problems.The investigation result indicates that the rural middle and primary schools layout adjustment of Jiande has been implemented rigorously in accordance with the requirement of the nation and people; besides, after the implementation, a lot of actions are taken to enhance the effect. Therefore, lots of achievements have been obtained, such as perfecting the teaching and studying environment, boosting the teaching quality, optimizing the resource configuration, improving teachers’ treatment and so on. However, there are still some problems such as leading to the safety loophole by extending the students’journey to school, still imbalance of the elementary education, teachers’quality being too low to match the progress of the adjustment, and adding teachers’working load. Correspondingly, the paper proposes some strategies:(1) enhancing the safety education to students;(2) perfecting the resource distribution;(3) improving teachers’teaching standard and (4) completing the management system of boarding schools.
