This paper take the county in the east of Henan province as an example,this county is a large county of population and education, the beginning up to now of the county’s rural primary and secondary schools layout adjustment has been ten years. the survey sample in line with the concept of educational equity, use literature, questionnaire, insider interviews and other methods, on the basis of the oretical studies in the rural school restructuring, grasp the overall education situation of the county, in-depth study "Difficult to merge","merge recovery schools","school property disposal problems","Renovation of dilapidated capital","boarding schools","teacher resources" and other problems.The study found that the county rural compulsory education school layout adjustment in the integration of educational resources and the scale of education achieved remarkable results. The cause of repeated adjustment of compulsory education school in the rural county is that the compulsory school layout adjustment programs and the supporting projects imperfect, lack of funds, the corresponding supporting engineering is not perfect, the size of the school and the nearest school conflict, the preliminary work of the layout adjustment did not do a good job, teacher preparation effect etc.This paper puts forward corresponding measures and suggestions for the problems, the problem to be solved is that compulsory education in rural areas according to local conditions to develop a scientific layout special planning, increase funding, the rational allocation of teachers and strengthen teacher training, perfect the construction of boarding schools, increase subsidies for rural poor students, implementation of the free nutritious meals plan, recover merge schools according to the local conditions. Hope to provide reference for rational layout adjustment in rural primary and secondary schools of similar rational distribution areas.
